Recruit Workers Without An LMIA Advertisement
Employment and Social Development Canada (ESDC) and the ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), signed an agreement to enable employers to apply for a Labour Market Impact Assessment (LMIA), to fill selected positions without having to include proof of recruitment efforts. The agreement came into effect on February 24, 2012, and includes a list of specialized occupations, which is updated annually.

In addition to the Quebec Facilitated LMIA process, The governments of Canada and Quebec have agreed to launch a pilot project under the Temporary Foreign Worker Program (TFWP). Through the agreement, Quebec employers will have more flexibility in the TFWP. Under the Quebec Pilot Project, certain National Occupational Classification (NOC) D occupations will be exempt from advertising and recruitment requirements starting December 6, 2021.
